The development of PAPAS software started in 2008 in Mauritius at a meeting of Public / Professional Accountants from various jurisdictions. A common complaint was the variety of software that needed to be run to manage a practice, often requiring duplication of work.
The idea was then to generate a fully integrated software package that would be able to handle all administrative tasks in a public accountant’s practice. The first module developed was the Secretarial module which handles all static data of a client, Tax administration of clients including calculation of suggested provisional tax payments, compliance records,, company registers, share certificates, preparation of BO forms, Annual Duties and more.
Next was the Time & Billing module, through which time charges from staff and disbursements can be recorded and billed. This module can be linked to the Secretarial module and can also bulk invoice matters routinely handled by the Secretarial module, such as Advance Tax Payments and statutory Company returns. This module contains a multitude of reports, from staff productivity reports, budget comparison by staff member, Work-in-Progress management and allows for all invoicing requirements.
The next logical step was the development of a monthly Payroll module, which in turn can integrate with the Time & Billing module. Matters such as different types of leave, overtime and more are automatically updated from the timesheets of staff. Payroll can function as a stand-alone product and can be used in any business.
The module that followed was the Accounting module, which handles all bookkeeping functions in a practice. This module can be integrated to collect information from the Time & Billing and Payroll modules and automatically do the relevant bookings in the accounting / receivables system. This module handles all ordinary reporting functions and includes budget facilities, cost splitting between Cost Centers, departmental reporting, VAT reports, standard management accounts and more. This module is set up to allow reporting across multiple financial years, so no necessity to extract information year-by-year. Accounting can function as a stand-alone product and can be used in any business.
The latest addition is the Financial Intelligence module. This module allows for Client Risk assessments (KYC) with a rating system that classifies clients into low / medium and high risk clients, with relevant revision dates and reports. This module also provides a screening tool of new or existing clients (in bulk or individually) against the UN combined sanction lists and OFAC lists. Any KYC or Screening performed is automatically captured on the Compliance tab of the client in the Secretarial module, providing a full record of actions taken.
All modules can function independently from, or be integrated with, one another. PAPAS Software is written with state-of-the-art Design Tools and with the power of one of the best Relational Databases, your data is in secure hands. Offsite Backups can be set up and additionally remote access to your office is possible.
PAPAS software has active licences a number of sub-Saharan countries. Licences issued are country specific for the Secretarial module and Payroll to cater for different tax and company legislations of those countries.
The Secretarial Module has been developed with the assistance of seasoned Company Secretaries. We know of all the issues when it comes to the allotment and issue of shares, conversion of shares, creating new classes of shares and maintenance of company registers.
Print your Share Certificates from PAPAS, issue duplicate Certificates or electronically submit your annual returns to the authorities (where possible). Keep track of submission dates, registration dates of changes for example to the Memorandum and Articles, board decisions, directors appointments / resignations and so much more.
A tracking system of documents lets you control what you have sent to whom, how, and when. Easy follow-up on clients that do not return signed documentation or matters that simply got lost.
The Taxation parts in the Secretarial Module Have been designed with input by tax experts from various jurisdictions. PAPAS caters for total flexibility, the User can create his own tax tables and set tax rates, due dates for submission of various tax returns can be set including for up to twelve annual advance (provisional) tax payments per annum and top-up payments.
The tax tables for individuals are also used for PAPAS Payroll. Bulk screens control returns due, the submission of forms and prepare bulk invoice batches with standard charges as required by the User. The system pre-calculates Advance or provisional tax payment for every return due, either on a last assessed or estimated amount. Payments due to or refundable by the Tax Authority are easily extracted. The system also caters for responsibility start and end dates for different types of returns.
The accounting expertise that has gone into PAPAS Accounting module stems from accountants and bookkeepers in public practice. No yearend procedures need to be performed, you just carry on processing. Periods can be locked by the User to prevent changes to the accounting records, reports can be extracted over multiple financial years if required. The use of Cost Centres (which can be grouped into Departments) makes the extraction of relevant data so much easier. For processing purposes, GL accounts and sub-accounts can be pre-loaded with relevant VAT codes, Supplier accounts can be pre-loaded with default GL allocations, whether supplies are imported or whether the supplier is VAT registered. The Customers section caters for detailed credit control actions and note facilities.
Data processing screens have been designed to achieve speed and accuracy, with single transactions even being able to be processed to multiple GL and Cost Center accounts. The PAPAS Payroll and PAPAS Time & Billing can feed automatically into the GL, with detailed mapping available to correctly allocate transactions into the GL. Budgets can be linked to these modules as well and do not require any manual input. Reports include Audit Trails, which identify the person processing a transaction, with time stamp. All in all, a well rounded-off accounting program with all conventional reports on board. Inventory is currently not included but planned to be released in due course.
We have used the expertise of various HR practitioners and Payroll Administrators to build an effective and efficient, simple monthly payroll. Payroll handles not only Cost Centers and Departments, but also different branches. The system keeps track not only of earnings and deductions, but also trivial matters such as drivers license expiry dates, work permits and many other matters.
PAPAS Payroll allows the User to create earning codes, deductions, fringe benefits values and also other values that may affect an employee’s taxability. Each code has its own section to set it’s effect on the payroll taxes to be deducted from the salary, with various tax calculation methods allowed for. Electronic submission of statutory returns are available, depending on the jurisdiction. Changes in payroll taxes or any other contributions can easily be changed by the User, no need to wait for program updates.
